Why isn't my photo changes getting saved on my iPad?

Welcome to iMore! What OS are you on? Are you on the most recent iOS 9.3.1? If not, you should update to iOS 9.3.1.
Otherwise, try Reset All Settings.
Reset All Settings
Go to Settings >General >Reset >Reset All Settings. This resets to default everything in Settings, including notifications, alerts, brightness, and clock settings like wake up alarms.

If that doesn't work, you may need to restore your iPad as new. Not from a back up.
