Why is safari suggesting websites?

Just updated my iPhone to the latest OS and safari is still suggesting sites based on browser history, despite having turned off all possible options in safari setting and clearing history and website data. Any help? Anyone else having this issue?

Have you double checked your settings? Go to Settings, then Safari, turn off Search Engine Suggestions and Safari Suggestions.
