Why did I attempt to downgrade from 9.3 beta to 9.2?

I was having wifi trouble on the 9.3 beta so I attempted to downgrade to iOS 9.2 using my computer. I backed my iPhone to the cloud and began restoring it to 9.2.
but when I tried to then restore it from my most recent save I got a message saying it could not be done because the firmware was too old, do I seriously have to wait for iOS 9.3 to officially come out before I can get my phone back?

No, you do not. You simply cannot restore the backup made with a newer iOS version to a device running an older iOS version. Having said that, restore the device with the backup you made prior to upgrading to iOS 9.3 beta or set up your device as new. Either way will get your iPhone up and running.
