Welcome to iMore! Are you living there or did you just purchase it from there? If you're living in the Middle East you're out of luck. If you live in an area that hasn't blocked FaceTime you could try restoring using iTunes and setting up as a new device. Perhaps that will install FaceTime but I'm not 100% sure.
