how to stop ipad when turned on to stop always going into icloud

If you have an iCloud account and your iPad is configured to sync to that account, it will, for lack of a better expression, 'go into iCloud' as you've stated. If I'm misunderstanding what you've typed, please be a bit more descriptive and clear. Thank you.
