Messaging and Phone don't work consistently, How to fix?

The messaging and Phone function on my phone don't work consistently, in fact &5% of the time they don't work at all, i can't send or see message or make calls. Once and awhile it will work. I have tried a hard reset and restore but neither has worked yet? What can i do?
