Why is the video not catching up with my video?

Let's say I'm watching youtube and I watch a video, well I play the video but the screen freezes for about 2-4-8 seconds before playing the actual content. But the audio is ahead of the video 2-4-8 seconds. any way to help?

On what device is this occurring? The source of the video could be having streaming issues or your ISP provider could be throttling you.
