safari on ipad not allowing me to delete history

Area of option is grayed out- does not let me select. Trying to clean out cookies and history to make ipad run better

Are restrictions enabled on the iPad?

Kids iPad doing the same just disabled it and put Google app on, but put Mercury on as well which I'm trying out and is looking to be the best so far
