Why can't I reduce memory use of photos on my iPhone 6 Plus?

I have a 16gb Iphone 6 plus and need to clear space ready for a holiday. I have deleted all photos on the phone and selected nothing to sync through iPhoto and yet it still says I have 244 photos which is wasting around 5GB of valuable memory - what can I do?
