How do I restore an iCloud backup onto my new phone if it requires IOS 8.1 in order to restore?

It is telling me I cant restore through Icloud until it is updated to IOS 8.

Update your device to the latest iOS version (iOS 8.2) via iTunes or by going to Settings - General - Software updates on your device. Afterwards, you can then go to Settings - General - Reset and then select "Erase All Contents and Settings". When that process is finished, you will be greeted with the welcome screen. A few screens later, you'll be given the option to restore from an iCloud or iTunes backup. Select the one you want to use.
