Clock on iPad has wrong time?

Using the Clock app on my iPad, I get the wrong time for a European time zone. I live in Denver (MST) and when I enter St. Petersburg, Russia the clock shows the time as +11 time zones while it should be +10 time zones. What can I do to correct this error?

Under Settings > General > Date & TIme, is your time zone set correctly?

You could also manually set the time while you are away from home.
