I have sent a family sharing invitation to my spouse. He has not received it, is there something I did wrong?

I have sent a family sharing invitation to my spouse. He has not received it

Also tried to do this using his Settings on his device. He has a mini pad. Opened settings went to iCloud and then to family sharing. no invitation from me. Just wants him to set up family sharing with him being the organizer
