Why can't I see all my family purchase on both my iPhone and mini iPad (I can only see it on my iPhone)?

I can't see all my family purchase on both my iPhone and mini iPad. I can onl y see it on my iPhone

I am family organiser and I share with my wife.
She has purchased the jungle album
I can see it and play it on my iPhone 5s on 8.1.3
I can't see it or play it on my iPad mini also on 8.1.3
Both devices are connected to my iTunes account and the same email address etc
If I located the missing Jungle album my mini iPad on iTunes and try and buy it
I get the message this album is already owned by a member of your family do,you still want to buy it ?

If you want something purchased via a family member, you do it via the Purchases in iTunes... Go to,where you'd look at your purchases, and switch it to the family member's list.
