Why can't I sync to the new iPod Nano from the iTunes cloud (i'm on Windows 8.1)?

I cant sync to new ipod nano from itunes cloud, i'm on windows 8.1

My music is in icloud and I have itunes match on. I'm on Windows 8.1. No music from icloud downloads from my pc to ipod nano.

You have to have music physically on your computer in your iTunes library to physically sync to your nano...
