Why does my iPhone keep showing a voicemail, even though I don't have one?

iPhone keeps showing Voicemail

Hi,

I just swapped to my brother's iPhone. Reset the device a few times, wiped cleaned, signed in with my own Apple ID etc.

The phone keeps showing that I have voicemail (the red dot on the phone), even though I do not.

I changed my VM PW several times to see if that was the problem, and it's not.

Can you try doing a hard reset? (Holding the sleep/wake button and homebutton together for 10 secs until the Apple logo appears)
