why dont I have a contact list for my facetime? there should be one right? how do I create one?

You use your phone's contact list... in FaceTime - hit the "+" in the upper right corner of the app... there's your contact list...

Or... in the contact's list, selecting someone who has a phone number that listed as an iPhone, there's a place to tap to initiate FaceTime from the contact app...
