Can I change the default time of 9am for my calendar alerts?

But if you are asking about all day events, you cannot change the default of 9am.

One can always set up a separate event for the same "all day" event and enter whatever time they want. So the All Day alert goes off at 9:00 am and the other may go off at 6:00 pm or whatever.
