Why can't I turn on my iPad?

I can't turn on my iPad.

I turn off my iPad and when I turn it on, it appear the iTunes and the picture of the plug with an arrow towards the iTunes logo.

What that it mean and I can't turn on the iPad no more.

Please help , do I need to bring it to the Apple Store ?

What happens when you plug your iPad to the computer and launch iTunes?

It's telling you that you need to update your iPad something changed maybe and update but wasn't completed and require you to reconnect it to iTunes to complete it, or as well your battery is just dead and it's telling you to charge it, either way just reconnect it and wait and see what notification it gives.
