Why can't I connect to the App Store or iTunes store

I brought an iPhone 5 and it won't let me connect to the App Store or iTunes store.. I have tried connecting it to my laptop iTunes to see if that would help but it's still not working

Are you able to do other things with the phone? email and stuff? Did you purchase new?
