I have iphone 5 but when I send a message it is always green instead of blue. Why is this?

My wife and I both have iphone 5's but whenever I send an mms to her it is always green instead of blue? How can I change this so I don't have to pay for my sms. My imessage is activated.

IMessage is either on or off. Not sure which color represents which. I think blue means iMessage is on.
