Why is it taking so long to restore photos via iCloud?

the download to icloud went fine but when sending the download from icloud to the iphone the problem occurs everything was downloading fine untill it got to the photos.I did stop the download and restart but it just stays at the same pictures. about 1/3 of photos downloaded.its been about 40 hours
