Refund for unauthorized downloads

I am wondering if there is a program in existence at this time for claiming refunds of unauthorized downloads made by minor children.

You can contact Apple Customer Service. They do it on a case by case basis.

It's up to you to use the available safeguards to prevent such things from happening.

If someone typed in your Apple ID/iTunes password to download items, that can hardly be called "unauthorized". But as noted, contact Apple Customer Service and tell them the story. You might get lucky.
