Is there a way to sync apps so if I dont have my iPad i can pick up where i left of on my iPhone?

I just downloaded the boom beach app to my ipad and iphone. Is there a way to sync these apps so if I dont have my ipad i can pick up where i left of on my iphone

It's possible, but I'm unfamiliar with the app and its settings and capabilities. However, with iOS 8, the handoff feature will allow you to do what you're asking, but it won't be released until this fall.
