Can an iPhone that's been locked (iCloud Activation) be used?

Does iphone 5 and iphone 5s' camera, apple ID and applications can be use with LOCKED ICLOUD???? sorry im not familiar with these.

No. If the device is iCloud locked, it can't be used unless you know the password for the account the device is locked to.

Yes and no. The camera, unless disabled in restrictions, can be used at the home screen. But what you can do with the snaps is limited.

Without the passcode, there's nothing useful you can do. It becomes a paperweight.
