Why does this keep appearing whenever i download things for my 5s?

It's a safety precaution in case someone has stolen or has gained access to your device and are trying to download apps & games that you are responsible for paying.

You also activated Touch ID to be able to buy from the iTunes store or the app store. I would also block out your email address in the screenshot.
