I NEED A SERIOUS HELP ..!!!

My brother stayed in London for while and t he bought an iPhone 4s ..There

Last month he came here and gave me that Phone as an Gift..

It's not working here ....how to unlock it for " Free " ..??

I' am using an iOS 7.1 (for god sake , i updated it connecting to an Wi-fi )

Please help me out ..Here ....Please

What carrier are you trying to use it on? Where is "here"?
