iPhone 4S IOS 7.0.4 cannot send pics from camera roll via email

iPhone 4S IOS 7.0.4 cannot send pics from camera roll via email. However I CAN send pics from within email as individual attachments. Have tried the "Network Reset" and system Reset/Reboot. This has been problematic since I upgraded to IOS7?

To clarify -- When you initiate the Photos app and tap on a specific photo, is there an icon at the bottom left corner that resembles a square with an arrow facing up? If so, when you tap on that icon, is "Mail" not one of the options listed?
