Shrink picture

When I save wallpapers on my iPhone 5 ios7, they don't shrink when I try to use the picture as wallpaper. It tells me to move it too scale so I try to shrink it but it wont let me. It lets me zoom in on it but not zoom out. Someone please help me with this problem.

Go into settings, General > accessibility > turn on reduce motion. Choose photo , set wallpaper. Then turn off reduce motion if you wish.
