Can I use iCloud with a non iOS device?

I have an older HP pc with vista. I also have a kindle HD 8.5. Can I get icloud to use on these products?

You'd have to get an AppleID - then, you could proceed with signing up for iCloud...

True, but to use iCloud.com you must have iCloud activated on an iOS device.

No point in it at all and if you need a cloud service for a current device there are many cloud services to use such as my favorite being Dropbox.
