why is my phone jammed?

hi. I updated my iphone 4 just now to iOs 7.0.2, now my phone is jammed and it only shows a black screen with the blue itunes logo and a white charging cable arrowing towards the itunes logo. what should i do? its actually connected to the power cable. tried to turn it off but it is still the same.help?

i would plug into iTunes and put the device into DFU mode

That would be the best way to try and get back in order like Blink adviced. If not...You might have to set up as new but i think DFU will help you.
