I just realized that it hasn’t been mentioned by Apple. I’m going to assume on September 19th as well seeing that they went to GM just a day after iOS 13 GM.

September 19 for S3 and S4 (and obviously S5 will ship with it on Sept 20), "later this fall" for S1 and S2.

Found it! Dammed if I know how.

Somehow, a plus sign showed up when I was moving from one watch face to another. I clicked on it, scrolled through various faces, and there it was.

I have this face available on the watch and I do not run betas. I am still on Watch OS 5.
