Well I know what carrier settings do in general. I'm just wondering what this particular version does.

One of the things Carrier Settings updates is the carrier's preferred roaming list... which provides the phone with details which providers networks the phone is allowed to connect to when the carrier's network is not available... PRLs change regularly.
