I recently received an email from TV Licensing asking me to renew my TV License.
On it it states that from the 1st September a TV License is required for iPlayer, for both live and download on demand content.
This closes the loophole that both the Government and the BBC Trust wanted to do, to stop people without a TV License watching BBC content.

There has not been a great deal of talk about this, or how this will be implemented. From what I can tell it's not device based, so you could get into trouble watching iPlayer content in a house that does not have a license, even if you do.
So, even though this closes the loophole, it could open a can of worms.
