Technically these devices can play back UHD video but not at native resolution. The hardware is capable of 3840x2160 (this is UHD NOT 4K, 4K is actually 4096x2160) playback at 60fps AND capture at the same.

I can record UHD video at 60FPS and cast it to my 4K appletv running at UHD and it plays back perfectly. I did notice a lot of hiccups at first because my appletv was connected to a 2.4GHz wifi network (runs about 100Mbps). When I switched to the 5GHz AC network (1Gbps+) these pauses went away completely.

That’s true, but not on YouTube.

One thing I will mention for mobile experience that's far more important (IMHO) than resolution is dynamic range. I just compared this video https://www.youtube.com/watch?v=mkggXE5e2yk on both my iphone 8 plus and the galaxy note 8 and the difference is simply amazing. The AMOLED makes the LCD look super washed out. The brightest parts are super bright without clipping and the blacks are just that.

That is where the X should pull away from the pack. Whether or not it can dethrone the Note 8's display is yet to be seen. With true tone it should be interesting.

No phone can run 4k videos because there isn't a phone with 4k resolution. Maybe an Android phone but they are few and far between. The iPhone X is 2k, like all of the Android flagships.

Actually there a couple Android phones with 4K such as the Sony Xperia Z5 Premium..

Is it worth the price difference ?

For me it is. I got the 8 as a stopgap until I could get the X. I'm not keeping it. It's going back to TMo in the next few days. I was tired of my S8+ and didn't want to wait until the X was released before getting back to iOS. I chose the 8 over the 8Plus b/c I'm on JoD and could get the 8 with no down payment. The screen is just too small for me on the 8 to use long term.

furthermore i feel bad for you when you losing money on the 8 after you will sell it in good for the X . Sometimes you just need to wait and not taking harsh actions i believe so.

I didn't have to sell the 8. I'm on a plan called Jump on Demand on T-Mobile. On it I can change phones every 30 days up to 4 times a year. I basically just had to return it to T-Mobile. I didn't lose any money. I much prefer the size of the X to the Plus phones. I had a 6S Plus and a 7 Plus. I loved the larger screen, but the phone itself just felt too large.

I think that for movies the 8Plus be better but if you dont watch a lot at movies the X can be perfectly fine.
"Jump On Demand" seem like a good plan , I wish i had one in my country!(israel) .
