Considering how previous generations (two usually) get the latest update, I would say there's a high possibility iOS 8 would be released for the 5c when the time comes.

Its very likely. It will most likely get iOS 9 as well. That is, if history is any indication. Apple has never released a device that has gotten updated to the OS that next released.

I believe the 5/5C will both get iOS 8. 4s may get a few features but not all.
