I currently running version 9.3.4 on my 5s. I bought a new i7+ and want to use the instructions Ken Spencer sent to use itunes for my transfer of data from the 5s to the 7. Can I do this without upgrading the 5s to the current OS?

No, I don't think you will have to do that. Your data from the 5s should still transfer over to your new 7 Plus as long as you have a backup saved, as far as I know.
