Wifi will not connect when showing, all resets done, any thoughts ?

I have tried to connect on multiple wifi's with correct passwords. done all resets, back up and restore with iTunes. message says "unable to join network"
Apple said open this link on your device. how do i, when i don't have wifi ?
Any thoughts ?

What device are you using in your attempt to connect via Wi-Fi? Try connecting to a FREE Wi-Fi hotspot like the ones at McDonald's or Starbucks and see if you're able to connect. If not, make a Genius Bar appointment with the nearest Apple Store.
