A fully dead iPhone won't turn on even when plugged in, the screen will show a charging cable with the charging icon underneath it. If it doesn't show that try plugging it in again, if it still doesn't show the screen then try a different cable if you have one. If none of that works, go to an Apple Store if there are any in your area.

I assume you allowed the battery to fully deplete. Just plug it in for a few hours t let it fully charge. It should turn on eventually.
