Why won't the Uber app work on my iPhone 4S iOS 8.4?

Launched the app. The screen continually cycles between the map and an ad for uber return (or rush), and another map screen. Each screen lasts about 1-2 seconds. It's as if the app is caught in some kind of processing loop. Will not allow any interactions. The set location bar seems to constantly be accessing info (the little spinning circle won't stop). It's burning up my battery. I've restarted my phone, reinstalled the app. This does not work. Any advice?
