Why won't my location settings turn on?

My daughter's new to her iPhone 6 won't let her turn location services on - we didn't set it up on initial restore (from her 4S backup) , but didn't think would that be an issue.
Due to limited wifi access for half her week, she has turned nearly every potential data using extra app off (that's as technical as I can get!), has she overdone it?
I'm usually pretty good sorting things out, but as she has done the changes I am not sure what may have happened.
Also, possibly related, her alarms just won't set - nothing comes up after you press save.
Any advice appreciated

In this case, what I would do is turn off all the parental control settings, then turn on Location Services. Having established that it works, I would then go in and selectively turn off the apps you are concerned about. Starting from fresh settings will usually reveal the problem. Let me know if that doesn't help.
