Why won't my iPhone 6 light up when receiving an incoming call?

Iphone 6 won't light up when receiving an incoming call .

Got my husband an iphone 6 less that a month ago. His phone no longer lights up when receiving an incoming call . Is there a way to fix this ?

Is "Allow Notifications" enabled for the phone when you go to Settings - Notification - Phone?
