Why won't my iPad move pass the Terms and Conditions page?

will not exit out of trems and conditions page that wants you to disagree or agree. will not except agree input. just stuck on page. don't know what to do.

Try restarting the device. Hold "sleep/wake" button and the home button until you see the Apple logo.

I also have this problem. Restarting didnt work. Also tried keeping it plugged in even tho it is fully charged. Still wont move on from this page
