Why won't my iPad iCloud backup sync with my iPhone 6?

iPad iCloud backup doesn't sync with iPhone 6

My iPad Air has a current sync withe cloud. When I sync my new iPhone 6, it pulls SOME, not all contacts, apps, etc.
