why won't ios8.1.3 load on an ipad air 2?

When attempting to load ios8.1.3 I get to the license agreement page, but after entering "agree" the screen freezes.

Try doing a "hard reset" by holding the power and home buttons down at the same time until the Apple screen appears then release and let the iDevice reset itself.
