why wont feedback assistant show up on my iphone

i have ios9 and whenever i go to change my text tone it goes back to home screen and i dont have feedback assistant to report it

The Feedback Assistant app is only included in the public beta. If you're running the developer beta, you have to submit the feedback through the dev portal.
