My photos are all stored in the cloud, and when I took them with my iPhone, they all transferred to my computer, but not my iPad. About half of them are missing. Why is this happening?

Did you check Settings > Photos & Camera if the settings are the same on both devices?
If you go to iCloud.com and than photos, are all the photos appearing in it?
