First, try a spotlight search for it... If it's still not there... What country are you in? FaceTime is not permitted in a few countries... Make sure you're not in one of those... You may want to restore the iOS...

Where are you living (country)? And where did you guy your 5C (country)?

FaceTime is blocked in some countries by the government - primarily middle eastern countries.
