Why when my iPhone XR is in portrait mode won’t the volume indicator display on the left side?

Why when my iPhone XR is in portrait mode doesn’t the volume indicator come on the left side of phone. It comes on top of screen instead.

It should be the other way around if you’re viewing a video. In other words, in “landscape mode”, the volume indicator should be at the top of the screen.

If you are indeed seeing it at the top of the screen in “portrait mode”, what app are you using?
