This still astounds me... and I was surprised it never made a comeback in iOS 12.

One of my biggest pet peeves in this release, overall ... especially on the highly capable iPad Pros that tout multitasking and increased usability (to rival Macs and PCs)

Just so much empty space!...

Only Apple knows for sure why design decisions like this are made. If I was to make a guess, it was to unify the experience between iPhone and iPad, or perhaps because usability studies showed that people were confused about having widgets and notifications on one screen.
