Why isn't predictive text working on the internet?

Predictive text not working on Internet

Predictive text work on email, not Internet. No white bar to pull up and predictive text is on in settings, off on keyboard when looked up using "smiley"icon (greyest out, won't allow me to change it)..it is working while I type this to you, but not when I type,into google or bing, etc
